In 1972 there were critics who said that the State's action in allowing unemployment to rise was a faithless act, a breaking of the social contract between society and the worker. The unemployed were accused of being responsible for their own workless condition, and doubts were expressed about the State' s obligation either to provide them with the security of work or to support them through Social Security.
Underlying the arguments about unemployment and the unemployed is a basic disagreement about the nature and meaning of work in society. To what extent can or should work be regarded as a service, not only performed by the worker for society but also made secure for the worker by the State, and supported if necessary? 听力原文: Jane Addams came from a well-to-do and cultured family. She was so distressed about the misery of poor people that she left her fine home to spend her life in the slums of Chicago. In 1889 she established a settlement house where she initiated many projects such as hot -lunch service for factory workers, day-care centres for little children, free classes for young people and adults, a gymnasium, and an art gallery, Immigrants and other poor people came to her settlement house for advice and help, as well as for fun. Jane Addams was also active in fighting against the use of child labour and against war. Jane Addams had great influence on the development of social work in the United States and in other parts of the world. She promoted the idea of responsibility for the welfare of the poor.
